Effective June 30th, 2025, a new digital initiative called ruID has been introduced for foreign visitors to Russia.

What is ruID?

ruID is a new mobile application developed by the Russian government, available for download on both the Apple App Store and Google Play Store. It is specifically designed for foreign visitors to the Russian Federation.

Its primary purpose is to establish a secure digital profile for visitors, complete with biometric identification. Russia has a well-established system of digital public services, unified under the "GosUslugi" platform, which is widely used by Russian residents. However, accessing these services has historically been challenging for foreigners. ruID aims to bridge this gap, essentially serving as a "GosUslugi for foreigners."

What are the benefits of ruID?

    The introduction of ruID offers several significant advantages for foreign visitors who choose to register:
  • Access to Local SIM Cards: Previously, a notable hurdle for foreigners was the difficulty in purchasing a local Russian SIM card (2025 limitations). While data-only eSIM solutions are available, they don't provide a local Russian phone number (+7) for making and receiving calls. With a verified ruID profile, you can now apply for a regular local SIM card, allowing for full communication capabilities within Russia.
  • Simplified Access to Public Services: Beyond SIM cards, a ruID profile unlocks access to various other useful public services that were previously difficult for foreigners to obtain. This can include:
  • Applying for medical insurance
  • Opening bank accounts
  • Streamlining the process for signing job contracts
  • And potentially other government services in the future.

In essence, ruID aims to provide a more seamless and integrated experience for foreigners seeking to engage with Russian public services during their stay.

Is ruID Obligatory for Travel to Russia?

No, registering for a ruID QR-code and profile is NOT mandatory for travel to Russia. You can still travel to the Russian Federation without registering for ruID.

However, it is highly recommended for those who anticipate needing or benefiting from local public services, such as obtaining a local Russian phone number, setting up a bank account, or arranging medical insurance during their stay.

If you do decide to create a ruID profile, it is crucial to complete the registration process at least 72 hours before your intended entry into Russia. This lead time is necessary for the processing and verification of your digital and biometric information.
